ABSTRACT
The idea of Hu universe Rights is as centenarian as the state itself. After Second World warfare the emergence of League of Nations and U N O thereafter, the innovation manifested its deep concern for Human Rights. In 1960 the ECOSOC emphasized the government agency of NHRIs (National Human Rights Institutions). After this, Paris Principles of 1991, Vienna Declaration and Progarmme of movement 1993 and UN General Assembly of 1993, all endorsed the need of “independent, accountable and loving” NHRIs. Within home also the Government of India was facing unrelenting criticisms for alleged violations of Human Rights in Jammu and Kashmir, Punjab and Asam.



Because of internal and international pressure it became obligatory for Indian Government to constitute a change agency to deal with the issues of protection and promotion of Human Rights. chairwoman of India promulgated an Ordinance on 28th September 1993 which after some amendments became the Act and NHRC was constituted under this Act on 12th October 1993.

Introduction:

“Human Rights” is not an abstract or ideal concept but it is very much a pragmatic concept about those rights which are considered to be abruptly essential for the survival, dignified life and development of all pitying beings. In fact state was created for the sake of maintenance of rights of man that are endowed to him by the nature. Different scholars and philosophers have assign different duties to the state.
